Projects for combating infantile abuse and exploitation in Brazil

The Great Works for Infancy Program (PGOI) began 5 years ago and has since been responsible for more than 50 projects for combating infantile sexual abuse and exploitation in Brazil. According to the Childhood Brasil organization’s data, in 2014, more than 91 thousand accusations of infringements to children’s and adolescent’s rights were received, sexual violence occupying fourth place in the ranking. PGOI was conceived by Construtora Camargo Corrêa, the Camargo Corrêa Institute and Childhood, an international institution created to protect and ensure that children have a right to enjoy their infancy.

The National Day to Combat Sexual Abuse and Exploitation of Children and Adolescents on May 18 was chosen as a symbol of this cause to remember the kidnapping of Araceli Cabrera Sanches, raped and murdered at the age of 8 on May 18, 1973 in Vitória, state of Espírito Santo.

On the Path to the Rights of Infancy in Maranhão

On the Path to the Rights of Infancy is an example of the campaign in the state of Maranhão. The project was born to strengthen the capacity of intervention on the part of the organs under the umbrella of the Guarantee System of the Rights of Children and Adolescents in the municipalities of Cidelândia, Vila Nova dos Martírios and São Pedro da Água Branca.

There have been eight months of activities already. "We have seen important progress, especially with the adolescents and youngsters involved in the work. They already demonstrate their knowledge of the theme and work as multipliers. We have already successfully created a whistleblowing culture so that instances of sexual abuse and violence are notified to the public entities", says Lúcia Regina de Azevedo Pachêco, coordinator of the project for the Akoni Institute, the executing partner.

First Steps in Santa Catarina

Pescaria Brava in the state of Santa Catarina has already taken its first steps as an independent municipality as well as in the combat of sexual abuse and exploitation of children and adolescents. "When we arrived, the municipality elected its first guardian councilors. The first steps involved structuring and training the Guarantee System for the Rights of Children and Adolescents", says Leandro Pinheiro, coordinator for Social Investment in Works at the Camargo Corrêa Institute. The issue of sexual exploitation in the region is closely related to tourism with the number of allegations increasing substantially during the high season.

Web in Minas Gerais

In Ibirité, the Teia Project has been successful in strengthening the municipality’s Guarantee System for the Rights of Children and Adolescents. Permanent fruit of the work being conducted in Ibirité is an Intersectorial Commission for Services to Children and Adolescents.

In Salvador and Belém

In Salvador and Belém work is beginning. "The difference of these two regions in relation to the rest is the focus on community mobilization and not on the strengthening of the guarantee system of rights. The work focusses on needy youngsters in the community in order to engender awareness in them in relation to their rights and to transform them into protagonists and multipliers in the process. Government has very limited access to these communities because of violence, so this was the way we found to operate in the region", explains Leandro.
